A Tax-Free Oregon: My Plan to Eliminate Every Tax

As a candidate for Governor of Oregon, I’m putting forward a bold, data-driven plan to eliminate every major tax in the state — income, property, and business — while fully funding education, healthcare, housing, and infrastructure through new sovereign revenue streams.
This isn’t a dream. It’s a blueprint rooted in math, technology, and common sense. By replacing Oregon’s outdated tax system with innovation-based revenue generation, we can build a state that is financially independent, socially fair, and globally competitive.
At the center of my plan is GeoCity Oregon — a state-owned geothermal well campus that will anchor a clean-energy economy producing up to $45 billion a year. Backed by six additional innovation sectors, the total new annual revenue exceeds $100 billion, allowing Oregon to abolish taxes permanently.
Why I’m Fighting to End Taxes
For generations, Oregon’s economy has run on the same broken formula: take more from citizens while delivering less.
We have some of the highest overall tax burdens in the West, yet we face a $373 million budget shortfall, decaying schools, rising homelessness, and aging infrastructure.
Taxation punishes productivity and discourages ownership. I believe Oregon can — and must — evolve into a post-tax economy where prosperity flows from creation, not extraction.
As Governor, I will lead that transformation.
The Foundation: GeoCity Oregon
GeoCity Oregon is the cornerstone of my $100 billion economic plan. It’s a statewide network of geothermal well campuses designed to harness the Earth’s natural heat and convert it into renewable baseload power, green hydrogen, and industrial heat for manufacturing.
Unlike solar or wind, geothermal runs 24/7 — clean, constant, and powerful.
Each GeoCity campus will include:

Seven Sovereign Revenue Streams
Together, the following seven sectors will generate between $97 and $119 billion annually, replacing all current tax revenue and creating long-term financial independence for Oregon.
1. GeoCity Oregon – $40 – 45 Billion/Year
The geothermal backbone of Oregon’s future — powering homes, industries, and exports with clean energy while employing thousands of Oregonians.
2. AI & Innovation Licensing – $30 – 35 Billion/Year
Under my administration, Oregon will launch state-backed innovation labs to hold equity and licensing rights in emerging AI, biotech, and quantum technologies.
Just a 1 percent public royalty on global AI applications could yield tens of billions in annual revenue.
3. Hope Meadows Recovery Communities – $3 – 5 Billion/Year
These self-sustaining villages will transform homelessness and addiction into productivity. Residents will grow food, generate clean power, and contribute to the local economy — creating dignity and surplus instead of endless expense.
4. Carbon Credit Exchange – $8 – 10 Billion/Year
A state-run carbon market rewarding forest conservation and clean industry. Oregon’s forests are worth billions in sequestration credits — it’s time Oregonians, not corporations, benefit.
5. Data-Center Environmental Impact Fees – $6 – 8 Billion/Year
Tech giants rely on Oregon’s resources but contribute little in return. Under my plan, data centers will pay environmental-impact fees indexed to energy and water use — fair compensation that funds rural infrastructure and environmental restoration.
6. Patent & Trade Royalties – $7 – 10 Billion/Year
All publicly funded research will include a small royalty back to the state. This aligns innovation with public benefit — every breakthrough becomes an Oregon dividend.
7. Longevity & Wellness Hub – $3 – 6 Billion/Year
Through public-private partnerships, Oregon will attract the global longevity and regenerative-medicine industries, creating new jobs and billions in annual medical-tourism revenue.

From Taxpayer to Shareholder
Under my governorship, every Oregonian becomes a shareholder in the state’s success through the Oregon Sovereign Wealth and Innovation Fund (OSWIF).
This fund will own and manage the state’s revenue-generating assets — from GeoCity wells to innovation royalties — and distribute profits through a Citizen Dividend worth an estimated $5,000 – $7,000 per adult each year once mature.
Oregon residents won’t pay taxes — they’ll earn dividends.
